The City of Turlock Business Development and Assistance Program aims to provide strategic consulting and business development strategies to elevate Turlock small businesses, as well as providing a “Matching-funds Grants” element for local businesses to utilize for Facebook/Instagram Ads, Google Ads, and Website Development.

The businesses eligible to apply for "Matching-funds Grants" must be Turlock businesses that have a business license with the City of Turlock, operate out of a commercial location, have no more than 50 employees, and not be part of a franchise or corporate chain. This City of Turlock Small Business Development and Assistance program - “Matching Funds Grants” - is limited to 100 businesses and while the limited funding is still available.

Even if your business does not meet these initial requirements, we still encourage you to apply and plan on attending the FREE in-person workshops that will also be assisting with services at no-charge!

There is no obligation until an approved "Matching-funds Grant" is awarded and accepted.

This first of its kind small business assistance program and funding was approved by the Turlock City Council, and is brought to you by the City of Turlock, utilizing American Rescue Plan Act (ARPA) funds.

The program will be administered by Pressert Marketing, while also including FREE services.

Local Small Business Qualifying Criteria for Up To $500 Monthly Matching-fund Grants for Social Media and Online Search Ads

Local Small Business - City of Turlock business license, operate out of a commercial location, have no more than 50 employees, and not be part of a franchise or corporate chain. 


Matching-funds Grants Criteria for Social Media Ads and Online Search Ads


Matching-funds Grants For and UP TO:

Google Ads  $500/month x3 = $1,500

Facebook/Instagram  $500/month x3= $1,500

City PROGRAM Matching-funds Grants are for small businesses with a City of Turlock business license, operating out of a commercial location, have no more than 50 employees, and not be part of a franchise or corporate chain.

City PROGRAM Matching-funds Grants will require each small business to purchase ads from Meta (Facebook/Instagram) and then submit proof of ads, invoice or cost report, and measurable metrics to be reviewed to the Program Administrator for reimbursement of 1/2 (50%) of your total ads spend UP TO $500/month for each approved qualifying grant and duration (Facebook/Instagram Ads, Google Ads). Reimbursements may be submitted twice a month, approximately every two weeks, by the Program Administrator to the City of Turlock, with a check to be sent out at the end of that same work week (following Friday after submittal, to likely be received the very next week according to usual mail delivery timelines).

Matching-funds Grants example: Business plans on spending $100/month on Facebook/Instagram Ads, the City approved $100/month in Matching-funds Grant, means a total of $200/month in ads would be budgeted for and planned on being run. A reimbursement package would be submitted showing $200 in ad spend, and a reimbursement demand of $100.

City PROGRAM will require 50% of matching-funds grants ad spend target outside of Turlock (Ceres, Denair, Hughson, Keyes, Delhi, Hilmar, Patterson, Newman, Gustine, Oakdale, Riverbank, Oakdale, Waterford, and Modesto - Stanislaus County).

City PROGRAM will require ads to include “TURLOCK” in all CAPS somewhere within social media ads and if possible in Google Ads.

City PROGRAM FREE Consultation/Coaching will be open to ALL participating businesses UP TO 1/2 Hour OR In-person Workshops.

City PROGRAM will require email/text opt-in for communications from the City of Turlock and/or the program administrator.

City PROGRAM will require receipts or proof of ad spend and details such as exported reports/screenshots of the campaigns, invoices/reports of cost, and metrics of results (reach, impressions, clicks, percentages of increase, etc). Ideally, but not required, either profit or revenue changes by percentage will be helpful to measure the success of each business and the program (if provided by the business, the identity will be masked at the program administrator/City Management level and not shared publicly as a singled-out example unless receiving prior express written consent).

City PROGRAM will require a City Administrator (in-house and/or contracted) to provide RESULTS REPORTS each month, regarding the metrics stated above, to the City Manager and/or City Council.

Supporting and assisting local small businesses in the effort to have a website is foundational toward Turlock’s economic development as it promotes Turlock and its business community on the multi-trillions of dollars marketplace called the internet.


As part of this effort, the City of Turlock is providing Matching-funds Grants for Up To $500 toward local businesses’ websites.


With this idea, the City Matching-fund Grants for Websites component of the Small Business Development and Assistance Program will have general criteria for the kinds of websites local businesses will need.


Some criteria toward the Program’s intent will include functionality for the businesses while also requiring the ability to track measurable results with accessible stats and data.

City PROGRAM FREE Consultation/Coaching will be open to ALL participating businesses UP TO 1/2 Hour OR In-person Workshops.


City PROGRAM will require receipts or proof of work or services, and details such as before/after screenshots of the website, metrics of results (visits, impressions, conversions, percentages of increase, etc).


City PROGRAM will require a City Administrator (in-house and/or contracted) to provide RESULTS REPORTS each month to the City Manager and/or City Council.


Matching-funds Grants Criteria for Website Development


Matching-funds Grants For and UP TO:

Website Development  $500 One-time


City PROGRAM Matching-funds Grants are for small businesses with a City of Turlock business license, operating out of a commercial location, have no more than 50 employees, and not be part of a franchise or corporate chain.


City PROGRAM Matching-funds Grants will require each small business to submit a proposal of desired website development to the Program Administrator for pre-approval, and then to be submitted and approved by the City of Turlock, in an effort to ensure the requested website development helps achieve the intent and goals of the Program.


Then each business will be required to submit proof of work/services/features/fees/etc for what was approved by the City of Turlock, an invoice, and before/after with any possible measurable metrics to be reviewed to the Program Administrator for reimbursement of 1/2 (50%) of your total website development cost UP TO $500 for an  approved qualifying grant.


- The website development Matching-funds Grant is the most broad-based grant and can include work or services such as creating a new website, updating a current website, getting or maintaining domain/hosting/server fees, adding or paying for widgets to be on a business website, subscription fees for website features or content, and more.


- Reimbursements may be submitted once the work is complete and reviewed by the Program Administrator, then submitted to the City of Turlock, with a check to be sent out by the City of Turlock to the business at the end of that same work week (following Friday after submittal, likely to be received the very next week according to usual mail delivery timelines).
